A/B or death, ties delete

Simplicity needs an enforceable rule, not a slogan. Every mechanism must beat its own removal on BPB, otherwise it is deleted; a tie deletes it too. Protocol: a 200-500 step smoke (NaN, speed, early slope) as a filter, then a 2k+ step confirm for survivors. The tie rule matters most: without it, neutral mechanisms accumulate as “harmless” code, which is exactly the state the C3 cleanup just fought.
